I don't believe Chuck will cheat on Blair. He'll think about it, but I don't think he will.
Remember the episode earlier in the season (I believe this happened in "The Dark Knight") where he was going to use Blair, as Serena put it "as sexual Drano" and Marcus caught them kissing? At the end of the episode, he was with a girl in the limo and he couldn't perform. When he was talking to the girl he was with, she said "I thought you were better" and he said "I am, just not for you" or something like that.
So maybe he won't be physically able to again, even if he consciously wants to.
I think he'll fool around with them but not necessarily have sex with them. This is seriously not the time for them to be in a relationship.

If it is Chuck giving Blair the flowers, this happens on the same day that the will is read, because it is the same outfit in both scenes.
My guess is that Chuck being with the girls in the limo occurs AFTER the will is read. He gives Blair the flowers beforehand, and Blair is there when the will is read. They are supposed to have dinner AFTER this all occurs. He stands her up AFTER he gives her flowers. I don't think the flowers are an apology.

In the promo, when Jack says "We're going to have such a good time tonight", I don't think he's referring to Blair. He could be talking to Chuck about their celebratory party. We all know it's pretty common for the Gossip Girl crew to make us all misunderstand completely the previews...
