Do fans of this show forget Chuck tried to rape Jenny in the first episode? Gross. "Protective older bro," my ass.
If the writers weren't going to follow through, they should've never made Chuck a would-be date rapist in the first place. That beginning makes the way they've written him since, in the ~bad boy with a heart a gold~~ cliche, such a bad message to the impressionable young girls watching.
