  i think what they mean by this is that blair is moving on from being queen and being mean to people and she wants to become a better person. anc i think they mean jenny is moving up because shes maybe moving to the UES or maybe that shes stilll sort of imature in a sense that she still cares about clicks and stuff. im not sure though just a thought!
