I'm pretty sure Blair says "You need to be cold to be queen," not "cool." I thought it was cool at first but it didn't make sense with the rest of what she was saying so I replayed the scene and she says "cold." It makes more sense with cold because Jenny was saying about how she wanted to be queen just to have a normal life at school.. and Blair tells her she has to be cold and not think with her heart..

I really love this quote. This scene was a nice scene how Blair told Jenny about her and Chuck and Jenny didn't want to tell people about it.
